Using old labor to file I140

I had applied for I140 on my labor dated 2008. I140 got rejected due to inability to pay. I140 was applied within 180days/6months time frame. I am applying for new labor, I140 etc. now and my salary exceeds what is on labor (old and new).

Is it possible to apply for the new I140 with old labor? Not refiling, but with the new labor and also put in old labor approval notice.

Just to get the PD from the old labor since GC is so much time relevant.

No. You need an approved I-140 to retain the PD.
