H1B (Change of Employer) immediately after October 1st 2022

Hi All,

Need help from the community on the following matter. 

I am working with company A on F1 OPT and my H1B got approved. The COS will happen on October 1st, 2022 as per the H1B petition approval. I tried to transfer the H1B petition to a different employer in July but it got rejected by USCIS citing that the transfer is not allowed before Oct 1st. 

I am planning to transfer the H1B to the same employer immediately after Oct 1st. As per the requirements, I will need two paystubs on H1B to submit the change of employer petition. I will have the two paystubs by Oct 25th. However, I was wondering if I can submit the change of employer without any valid paystub on an H1B visa or with only one paystub on H1B. The employer has waited too long and I wanted to transfer as soon as possible. 

Any suggestions will be greatly appreciated.
