Any other countries other than Mexico and Canada for Third party nation H1b stamping?

Hello,

I have been trying to get my renewed H1b visa stamping appointment date for quite sometime now and to no luck. And I am kind of wondering if there is any other countries other than Mexico and Canada that allows third party h1b visa stamping. I heard Bahamas does, can you anyone provide any experience or feedback on this query?
