Graduate certificate after master's? Eligibility for opt with completed master's?

Hi,

 My wife applied for H4 to F1 change of status  and it's still in  process but she completed her master's and would like to take graduate certificate program to continue school and learn more in other field and if the cos  approval comes in mean time of pursuing 1 academic year graduate certificate program can she apply for opt using the master's she completed?
