The website says (per May 2021 article) that they are not open for TCN. https://mx.usembassy.gov/third-country-nationals/ "A third-country national (TCN) is a citizen of a country other than Mexico who applies for a non-immigrant visa with their non-Mexican passport. Routine appointments for applicants not ordinarily resident in Mexico are not available at this time." Quote Link to comment
