GC application for parents outside of US, convert to inside the US.

Hi,

I applied for my parent's GC who lives in India and they have visitor visa. I filed their I-130 as applicant is outside the US and their file just got approved and transferred to Dept of State Travel for visa processing and now we supposed to start process with consulate in India. My question is if they are planning to come to US on their visitor visa, can I still convert their GC file as applicant in US and can I still file I-485 for my parents after they fly to US so they don't have to fly back to India for visa process  with consulate in India. Please advice . Thanks.
