Can I apply for H1B visa stamping from neighbouring country other than resident country

As the wait time for visa appointment in India is long, I have a dropbox appointment but latest available slot is Nov. 2023.

Can I apply for H1B stamping from any neighbouring country US consulate? surely have to new create new profile with diff. location.

ex. travel to Nepal and apply for H1B stamping from any US consulate as a third country candidate.

Are there any legalities involved in doing so or will it impact my visa stamping in anyway ?
