DS160 question related to visa refusal (221g)

Couple years back, when I went for dropbox, I was issued 221(g) green slip requesting new photographs with white background since the photos I submitted had slight grey shade background but were accepted by dropbox person. After submission of new photographs, Visa was issued in a day. Now I am planning for stamping again and in DS160, there is a question - was your visa was ever refused? Should this be answered as No since it was just under admin processing for new photos and visa was issued or should be answered Yes and provide the info? Tried google search and getting mixed responses even on other legal sites, like some says it should be no since visa was eventually issued while some says anything under 221(g) is yes. Any help is greatly appreciated, thanks in advance.
