Family based category (F4) - can i file while in the USA

For family based category (F4), my green card date is current based on  filing action date in September 2021 visa bulletin (but it is a few months away in final action date) . Can i apply for green card while i am on the visitor visa in the USA?

 

I will appreciate your guidance. Thanks in advance.
