Travel to Home country on a short visit after approval of H1B

My Relative’s son is currently working in US from Feb 2020, on a work permit/OPT valid till Jan 2023, after completing MS from US University in 2019.  He moved to USA on F1 Visa, with multiple entry option.

 

In Mar 2021, his name has been picked for H1B Visa and he has received approval for H1B too, effective from Oct 1, 2021.  Can he travel to his home country in Aug 2021 and return back (single, His wife will join him later in Oct 2021 after securing dependent Visa) to USA in same month after getting married?

Just to clarity...OPT is not work permit, it's still student visa -F1. 

The moment H1B status kicks in, OPT validity date of Jan-2023 is no longer valid (OPT ends automatically and H1b starts)

He can travel to home country anytime, but coming back to US may become issue due to ongoing embassy closure/ delays in h1b stamping procedures (He needs to appear for interview and get H1b stamp, or let go H1b and continue on F1..get F2 visa for wife and both can travel back to US)

let's assume everything opens back at 100% working capacity and applicant get the interview date, have no issue with "any sort of documentation"- then Yes

Depends on which country he is from (you don't say.) There is a travel ban for non-immigrants from India.
