USVi travel

I am on H1B visa and have a 797 approval notice but my spouse's H4 visa is still pending though we have received a 797C notice that the case is still pending approval. Do you think its safe to travel to STT and return back to US without any issues?

USVI is like a state for travel purposes, even though it is a territory.   You both can visit with only a drivers license.  But if you dont have a drivers license then you have to show passport.   Where is your spouse now - in US or outside US.   If your spouse is in US, while  waiting for H4, what is your spouse's status.   As long as your presence is valid here in US you can go.   

However there is a small possibility that some one at USVI STT airport on the way back  could stop and ask your spouse for valid visa status especially if spouse is showing a foreign passport as ID to travel.

The USVI are part of the US. It is domestic travel. You don't "return back" to the US. You never leave the US.
