Change of Status from F1 to H4

Hi,
 
I have applied for a change of status from F1 to H4 and I got the I797C receipt notice and completed the fingerprints in November 2020, I am still studying.
I am waiting for my H4 approval. 
Can I withdraw from university based on this receipt notice or should I need to wait until the approval notice?
