First H1B stamping in Singapore

I am currently in India and myH1B got approved till 2023 but my visa appointment, which was in March got cancelled. I should go to USA for my office as my presence is required and it is planned in April. 

So can I take my letter from my client - stating my presence is required and go for stamping in any other country such as Singapore or dubai or Colombo? 

Please help me out.

Very few US Embassies allow 3rd country visitors to apply for visa unless that person is ordinarily resident in that country. Make sure you ask the US Embassies in Singapore, Dubai etc before you pay visa fees and try to book appointments.

***Some US Consulates in Canada allow 3rd country visitors to apply but then you will need a Canadian visitor visa just to get there. And Covid-19 restrictions have added an additional layer of complexity.

It depends on few things like if its your first H1B stamping or not and if its indeed first H1B then you need to check if the consulate/embassy in other countries (Singapore/Dubai/Colombo) would be able to accept first time H1B for Indian passport holders.

Where ever you go consulates are not opened yet - due to pandemic. So suit yourself.

Don't even think of going to DUBAI. They don't process H1Bs much and give you a 221G. It takes several months to get the Visa.  I have known people flying to Mexico and getting an emergency visa appointment in US consulate in Mexico and flying into USA.
