Dependent Son turning 21 - H4 to F1 Visa (In country)

Hi

My son is turning 21 in Nov 2021. He is currently in US (H4 Visa) and doing his college studies. 

I understand that, before turning 21, need to file for F1 visa. 

 

Want to know what will be right time to initiate the change in status from H4 to F1? 

should i start immediately now or wait till Nov 2021 and then file a change in status? Please suggest.

Hi, I started the change almost 10 months prior to my daughter's 21st birthday, in California Service center. Since the introduction of biometrics, these COS approvals are taking a very long time.
