Any restriction for 3 months valid visa H1B holder returning to USA by Feb 2021

I am a H1B visa holder who is planning to travel to Canada for a month from Jan 2021 to Feb 2021. 
My visa expires by June first week of 2021.

Will there be a question if I return by end of Feb 2021 with 3 months of valid visa?

Are there any restrictions for H1B visa holders while returning to the USA?

I see certain entry restrictions of Immigrants and Nonimmigrants Who Present Risk to the U.S.
What exactly does this mean?
