Can an F1 student transfer to a university which has its start date which is greater than 30 days from his entry into the country?

Hi,

I have got my F1 visa stamped with one university which is starting on Jan 4th for example and I'm still waiting on my confirmation for my dream university which has classes starting Jan 20th. So my question is, considering USCIS 30 day rule according to my current university which I have got stamped for the earliest date that I can enter the country is December 4th. Is it okay if I travel to US on Dec 5th and can I make a transfer to the other university once I get the confirmation which has start date greater than 30 days from the date I arrive into the country or will the 30 day rule be applicable for the second university to which I'm transferring to?
