L1B pending under 221... how to apply for L2

Hi,

My L1B visa is pending under admin processing saying "Petition not in PIMS database" 10 days back. I cannot see any status for my case number in vfs website as well. I am now not interested in L1 any more and would like to go as dependent on my spouse's visa. What are all the ways that i can do to apply now for an L2 visa. Will my pending visa be a problem if i apply now itself.
