Currently my employer A is making delay in filing my perm application and I have less time left on H1b 

 

Can Other "Employer B" file my perm without working for them?

Does they have issues showing present or future revenue/payroll to support my application? (As I am not their employee)

Employer B suggested me to file Concurrent H1b with project to support Perm Process. Does it help?

What will be the issues for Employer B in filing Perm without working for them?
