October 2020 Visa Bulletin shows "final action date" 1 JUNE 18 and " date of filling Visa Application" SEP 2020. if some one has already applied for i 140 ( pending decision) can he apply for 485 now as this is now CURRENT ( SEP 2020) ? or Final action dates needs to be considered for application of 485?

Please help understand theses dates.
