Counsular application in progress - travel to US on visitor's visa

Hello, my in-laws' immigration visa petitions are approved and they received notification from National Visa Center (NVC) to submit forms for scheduling interviews. 

Can they travel to US on visitor's visa now while the above is in process and would there be any issue at POE?
