H4 EAD application with multiple attorney? How it works?

Can someone help me with the below questions? Any help is appreciated

1. Initiated H1 transfer, extension + H4 with employer A, which got approved a couple of days back. We have I140 approved, so my spouse works on H4 EAD. Got offer from employer B and applied another H1 transfer, extension+H4+H4EAD with them on premium on June 28th and the H1 is on RFE status with them. 
I am leaning towards joining employer B for career scaling, whereas employer A is a backup plan too. Should I go ahead and apply for H4EAD AGAIN with employer A's attorney? Will my spouse's H4EAD gets automatically linked with my employer A's approved H1 extension since I've already applied for EAD through employer B? 
My current H1 expires on Oct 2019.

2. I've an approved I140 but left with only 2 years in H1, now I've a H1 approved for 1.5 years through my new employer, is it normal? Can I extend it again (after 1.5 years) as I have an approved I140?
