Parents visa denied - 221g

Hello all, 

My parents visitor visa was denied last year in October (2018) and they were given 221g. They were asked to fill out a detailed questionnaire and submit. There is no response so far on this. It's been almost an year. Is there anything that could be done? I have sent multiple status update emails but none resulted in anything with meaningful information other than the standard template. Can I apply for a new visa? My brother applied for the current one. Can I apply for a new visa?
