H1B Amendment before H1B start date

Hi,

I got my H1B approved this year and it starts from October 1st, 2019 and my STEM OPT end date is June 2020. My contract got ended after the approval notice is received and I got another project at a different location with the same employer but different client. So, should I file my amendment only after my H1B start date which is October 1st as I still have valid STEM OPT Visa till October 1st or should I file it right away?

The project has to exist until the H1 starts. If it doesn't the H1 is fraudulent, and eventually will get revoked by USCIS.
