i797b consular notification, no stamp, employer transfer

Hi

I am in USA on L1 with a major company. I got H1B i797b approved in 2018 valid till 2021. I did not convert to H1b(neither did i got it stamped).

Now this year i plan to try other employer since current employer is in red. Due to some reason it wont be possible for me to go to India for stamping. My question is if another employer files for my H1b transfer(a new H1b), will that be cap exempt considering i have a valid i797b?

That H1 is gone because it was never activated. A transfer is not possible.

A new employer can file an H1 for you in next year's quota.
