Transfer from H4 to previously approved H1b (never used and expired in 2015)

Hello,

My spouse is currently working on H4 EAD. She has H1B approved in the past but never really worked on it and it got expired in 2015.

My question is: Is there a way to transfer her status from H4 to H1 using old petition and without going through new H1B lottery system.

She doesn't have H1b visa stamped in the passport.
