Does 240 day rule applicable to H1B extension and amendment ?

My H1B was filed on July 30th 2018 and i94 expired on August 11th 2018. 
240 days will be completed in April 2019. 

Does this rule applicable to Extension +Amendment 

In between i had to change my client and about to file extension+ Amendment for new client 

My employer says 240 day rule does not apply to Extension +Amendment, Is it true? 

Can someone clear my confusion

What is the employer's Attorney's opinion on this?  They'd be the ones filing any extn/amendment.

Employer contacted Attorney they said  240 day rule is not applicable to Extension + Amendment.
