Administrative processing

I went on a vacation in the states and upon my return I applied for an F1 visa on November 21, 2018. The consular told me everything was okay but it required further administrative processing. Unfortunately I didn’t hear from the consulate before the school started so I had to defer my admission. On February 11th I went to the consulate to renew my B1/B2 Visa to be able to attend a program in May. This was because my existing B1/B2 expires in March. I was again issued another 221g and put on administrative processing. The consular kept my passport but I received a call from the embassy after two weeks to pick up my passport without stamping and another 221g letter issued. I currently have a B1/B2 and an F1 visa pending administrative processing. I’m trying to understand what is going on.
