Can I reapply for rejected H1B amendment from outside US for the same client?

Hi, 

I had applied H1B amendment from India location for one of our client.

I received H1B amendment approval till 31-Dec-2018. I received petition also on 10-Jan-2019. But when I am checking USCIS website today against my petition number its showing case denied on 19-Feb-2019 ( I am not sure why its denied)

1. So in this case is my petition approved or denied as I have received approved petition valid till 31-Dec-2018 and website says its denied on 19-Feb-2019.
2. If its denied can I reapply for amendment for the same client from outside US.

I have attached approved petition as well as USCIS denial screenshot.

Currently I am in my home country India. Kindly assist.
