Need your valuable suggestions.. 

Here are my details:
Case-1

Extension applied  - Sep,2017 - California Processing Center
RFE responded - Jan,2017
Update to PP - April,2017
Denied within 1 week
SOC Code - 15-1121(Computer Systems Analyst)
Level 2 Wage
After denial i have travelled back to India.

My Employer filed cap exempt.

Case-2(cap exempt) from India

Applied - PP - Aug,2018
RFE responded - Oct,2018
Denied within 1 week
SOC Code - 15-1121(Computer Systems Analyst)
Level 2 Wage

My Employer is planning to file a new H1B Cap for 2019 for which i have some concern/queries.

My questions:
1) If my case is filed under CAP, will the existing petition will get invalid?
2) Which have a better chance of approval - Cap or Non-Cap. I know in Cap, my petitions need to be picked up in lottery first.
3) Is there any restriction on number times we can file extension in my existing case.(cap exempt)
4) Should i ask to file a new H1b cap or try one more attempt for existing cap exempt.
