Change of employer

Hi ,

Have my H1B stamped in my passport and it's available until aug2019. 

Now I want to change my employer even though have never traveled to US or not traveled to US with earlier employer. Is this my petition valid until aug2019 or It can done even after that stamped date period. How many days it can take for transfer or is their any consequences? Better to try with US based company or any Indian company also fine as am an Indian. If all goes fine then what is my time period available for US working tenure?
