COS from H4 to F1 service center

Hi,
I came to the USA on H4 visa in Feb 2018 and recently my H4-extension got approved till Sep-2021. I am planning to apply for a COS from H4 to F1.
I have a question:

  • Which processing center the COS application goes to? Does it depend on where I live or based on the location of the University?

My spouse H1b-I797 approval code “WAC”
