Clarification required on EB2 to Eb1C Porting

Hi

 

I have 2 options to decide upon. Please help me in deciding this

1.I am on H1B now and will get expired in October 2019. My intention is to return back to US on L1A ( i am eligible for L1A) after an year (say after October 2020).  I would also like to apply for I140(H1B) and get it approved 

2.Instead of doing EB2 GC and then again do L1A, Is it easier and good to come back in same H1B and then port (submit new  application) and move to EB1C category (As I am eligible for both L1A and EB1C)?

The reason why I can't apply EB1C right now- I dont have direct reportees right now in US. I can satisfy this point if I go and work in India for 1 year 

Please correct me if my above mentioned points are valid or I am in wrong assumptions
