Regarding COS from F1 to H4/H4EAD

I am planing to file application for COS from F1 to H4 and H4 ead  in parallel.I have valid opt till jan 2020.

If i file the application and while application are in progress if H4 ead rule come to an end will I be stuck with H4?

 

 

2.if h4 gets approved and H4 ead is in RFE during that time can I work?

1- No one knows. How can you assume someone can magically know what future holds.

2- NO. Unless you have h4-ead in your hand, you CANNOT work. Not even when it is in mail and you have a approved email from USCIS and shipping tracking number.

Ask yourself again, you already knew this.
