H1B to L1A question

Hi

I have been given an opportunity to develop and manage a team in India. I am currently on H1b (9th year from 2009-2018) which is valid till March 2020. I am working in USA and asked to move in January 2019 for at least 1 year. My question is in Jan2020 if I can come with my current H1b can I apply for Change of status to L1A. 

I am bit confused about the 7 year rule of L1A, since I am in US for last 10 years. Will the clock reset, can I come back on L1A or do I need to apply H1B extension in March 2020.

I have my PERM and i140 approved back in 2014 as a principal software developer.
