Is H1b transfer possible after 221g denial

Hi

I am in USA on H4.

Following is my h1b case history -

1) 221g was issued after visa interview on 25 March 2018.

2) On April 6 2018 denial letter was sent through post.

3) Currently case status is "Post decision activity" and on uscis website status is "Department of state sent case to uscis for review"

My questions are -

1) Am I eligible for h1b transfer? If yes, is there any time limit under which transfer should be processed?

2) If I choose to continue with the same employer, what options do I have?

Do you know what the denial reason was? Was it related to the employment?

If a new employer wants to file a petition on your behalf they can do that thru consular processing, but you will have to wait until the petition is approved, then get a visa interview and stamping again before you can return and start work.
