Can I port my H1B to a new employer after an H1B amendment denial?

1) My h1b amendment with my current employer is denied twice. Earlier its denied because my employer haven't responded to RFE on time. But I dont know the reason why its denied this time. We are yet to receive the denial notice from USCIS. And my h1b is valid till Aug -2019.

2) I got my I-140 approved 2 weeks ago.

3) Is it a right time to look for new employer to port my h1b. Will it have any impact on porting as my h1b amendment is denied twice. And also, will my I-140 would help on porting my h1b by any means?
