"Unlawfull presence " a memo coming on August 9th

I guess you are talking about this memo: https://www.uscis.gov/news/news-releases/uscis-changing-policy-accrued-unlawful-presence-nonimmigrant-students-and-exchange-visitors

which goes into effect on August 9.

If you are enrolled in one of these fraud "CPT from day 1" schools, you may be out of status, and with this memo, you could be unlawful present from Aug. 9. It has always been bad to sign up with these fraud schools...

Yes. You can only have one year of practical training per education level. That means your CPT is violating the rules, so you are out of status. With this memo, you will accrue unlawful presence.

Abuse of CPT is a really bad idea! You essentially killed your future in the US.
