Delay in Green Card production

Hi, 

My Parents came to the states on IR5 [Dec 2017, came together]. My dad received his physical Card in Jan 2018 [~40 days on entry]. My MOM is still waiting for the card, We contacted USICS after 120 days in Apr 2018 and were told to wait for another 90 days and it crossed that and still no updates. We even visited the local USICS office couple of weeks ago and the officer checked the file and informed everything looks ok but the card is waiting to be produced. He wasn't able to give us an ETA. 

A couple of questions

1. Is there anything we can do while we wait?
2. She has the TEMPORARY I-551 stamp in her passport [1-year validity, valid till Dec 2018], Can we file I-131 and after the biometric appointment, can she leave the country and stay beyond Dec 2018 outside USA? 
3. Has one experienced this long delay in card production?
