H1b Ammendment denial

Hello,

I would be glad if someone would review my case and suggest me.

1. My employer applied H1B when I was on F1 OPT in April 2017 with client A.

2. Client got changed from client A to client B in June 2017 ,before my H1B got approved .

3. I had to leave to india for my marriage in 05 August 2017 , my H1 got approved when I was outside US. so change of status did not happen.

4. Applied for an amendment to the H1B, because of my client change and for change of status in Nov 2017

5. Recieved an RFE in April 2018.

6. Responded to RFE in June 2018 and received Denial notice in two weeks after submitting response to RFE.

Note:I have valid OPT till February 2019.

Here are my questions 

1.Is my H1b denied or  amendment got denied?

2.can I apply for amendment with the same employer for the same client?

3.Is motion appeal a good option in this case?

4.Are there any other options for me?
