Any clue why the decrease in demand data decrease did not reflect in VISA bulletin???

I was with impression that we can predict DOS criterion for the Visa Bullet to issue cutoff dates based on demand data. But you all know we failed measurably.

Guess and prayers were not as effective (One of dreamer has wrong dream as well). May be they are running out of a good mathematician or have some idea to mesh things up as they are the authority to do anything they want and keep people guessing forever.......

Either it would be a useless try or we may get some clue.
