Missing Evidence and notice of decision

Hello any advice is appreciated

I applied with my husband an I-485.

We recieved an RFE for a birth certificate translation and I-864 form.

We sent the translation but missed the I-864 and have now received a notice of denial.

I plan to file a I-209b to reopen with the fee and I-864. Is this a good plan I am wondering
