What is best option when H1B transfer to another employer is denied

Hello,

I hold H1B from company “A”. 

A new employer (product based company) “B” filed my transfer under PP. It got RFE and later it got denied. 

In this case what would be the best option?

1) should this new company “B” file motion? Typically how long the result will take and what are the chances of getting it’s approval?

2) can this new company “B” file another case for transfer with more details to support case (as if new case)? And What are the chances of getting it’s approval (considering same company and same employee i.e. duplicate case) Will USCIS consider previous result while deciding this new case? Or will they consider it as a fresh case with fresh prespecive?

3) Is there any other better solution?
