I797 Approval notice mandated before the start date of employment : Truth or Hoax

I can not authenticate this piece of information which was "told" to me. I tried searching on USCIS, DHS and DOL website under announcements and news section but can not validate.

 

Do any of the Immigration Gurus have any idea on this ?

It's H1B transfer of employer. I am into my 9th year
