I140 Approved - Currently on H4

I140 Approved in Jan'2011

H1B years Expired in Feb'2011.

Both happened when I was out of the country

Currently I am on H4.

Questions:

1) Can my current Employer file for 3 year extension?

2) Can I have a new employer sponser H1B using the approved I140( No recent Pay stubs)?
