New SEVIS, OLD VISA with validity of 2 more years and same school to resume my masters

Hi , I am on F1 visa and valid upto December 2nd 2019, I came back to India in december 2016 because of my health problems and Now I want to resume my education from Spring 2018, I have one more year of study to complete. Since it’s been an year in India, my DSO issued me new i20 with new SEVIS number and record but said no need of new VISA but said to check with US consulate and need to pay new SEVIS fee. Now do I need to attend for Visa interview or not as VISA is still not expired??
