Transfered SEVIS from Previous College to New College

Hello,

I have transferred my SEVIS from Previous College to New College and i was on OPT and i have been picked for H1 in this year 2017 lottery system.
My OPT ended on May 25th and i was in CAP GAP till 31st September 2017 and my employment authorization was completed and H1 was still pending and need to respond to RFE.
To start my Employment Authorization i have joined a new College and asked our Previous School DSO to transfer my SEVIS.
New College said that they have received the SEVIS in a "COMPLETE" state instead of 'ACTIVE' state.(Kind of Termination State and they said that i need to get it reinstated or cross the border and come back for the SEVIS to become active upon issuing new i20).

When contacted Previous school they told that they have set as 'COMPLETE' and transferred the SEVIS to new school since i have completed the course work from the previous school and not Graduated from Previous School.

Now what should the Previous school do to Reactive my SEVIS?

Can some one help me on this isssue?
