H-1B still pending

It's been 130 days still my case status is " case was transferred and a new office has jurisdiction" until September 19, 2017. Is anyone out there who can give me a better understanding would be appreciated. 
FYI 
No RFE 

Current Visa status F1 with stem Extension EAD

H-1B Visa Category: Cap (Master's degree holder)

Employment : Working as a contractor

Mine is also the same case. Reach out to USCIS through your employer/attorney and they should respond. My case is stuck in "security check". I am speculating that your case should be in the same situation. Also urge your employer to transfer the case to Premium Processing
