Premium process for H4 to H1B status change

Hi ,  my spouse have 2016 H1B Peterson in approved status but travelled on H4 . Employer is ready to change the status now from H4 to H1 with premium processing .  Looks like premium process is resumed today for 2018 cap exemption cases , does he fall under this category to raise COS with premium ?    I would appreciate your help on this . Thanks
