H1B RFE Issued - Cap expires September 30 - What are the Options?

Hello Everyone,
I appreciate if someone can provide valid information in my case. My H1B was picked and was issued a Level 1 wage and Employee Control RFE.
My OPT got expired and I am on CAP-GAP which end on Sep30.
What are my options after Oct 1st if my H1B is still pending?
1.Can I legally work and stay in United stated until I receive the H1B decision?
2.If there is H1 denial , we still have 60 days grace period to leave the country? 
3.Do I have the 60 days grace period after Oct 1st to get my SEVIS successfully transferred to a different school and I can start in the Early Spring 2018?
Please suggest.
