h1b visa stamping dropbox or interview

my visa was expired Jan 30 2017 with company A and applied visa extension got approval till Jan 30 2020. (my I140 already approved).    last month, i changed my employer from A to B and got only receipt number, visa transfer is in "In Progress".  I am planning for india travel on December 2017.  I heard about if i travel before Jan 30 2018,i would be eligible for drop box.  (if you go to visa stamping within 1 year no matter whether u r changing employer or applying extension with same employer, no need to go for direct interview, you would be eligible for dropbox)  

 

Can anyone of you confirm, is that true?  or can you suggest me your experience.
